An ambassador is a direct representative of a head of state to another country and authorized to handle political negotiations between his or her country and the country where the ambassador has been assigned.

Consul is a representative of a government to another and empowered only to engage in business transactions, and not political matters in the country where he or she situated.

In a country, there can be only one ambassador and various consuls.
